FED: Minneapolis Fed Pres Kocherlakota's (voter) remarks in SantaBarb
are mainly hawkish. He says "it would be appropriate for the FOMC to
raise the FF target interest rate by a modest amount at the end of '11"
- mentions research puts the hike at 105 bp but he'd settle for +50.
Says "FOMC could also reduce accommodation by shrinking the Fed's
holdings of long-term government securities. Such a reduction could take
place in one of two ways" - stop all or part of reinvestments, or
choosing to sell some long-term assets. Sees +3-3.5% real GDP this yr,
labor mkt improving slowly; sees headwinds being deleveraging and bad
bank assets. Sees 1.5%/2% core infl over rest of '11. Says mon-pol must
change with the outlook. Prob Fed needs to shrink its bal sheet - but
perhaps over 5-6y or so - but if wrong and infl falls says Fed can ease
by buying more securities.
